The beta version of this letter has been produced in a participatory manner through a collective process involving 250 experts in the fields of Public Administration , relevant people from activism , from the business world, from the The legal field, research and international relations and experts in digital rights and responsibilities, among which are Joana Barbany and Freixa , General Director of Digital Society; Ricard Faura i Homedes , Head of Inclusion and Digital Training; Simona Levi , digital rights activist and co-founder of the Xnet platform; Tomàs Roy , Director of Security Strategy CESICAT of the Generalitat or Carme Torra , mathematician and writer specializing in artificial intelligence and robotics.

The Technical Office of the Punt TIC Network has been able to participate in one of these co-creation sessions and the first content proposal is scheduled to be closed in October, coinciding with the commemoration of the 1-O.

During the Social Internet Day # JDIS 2019 the first session of citizen participation took place where the assistants gave their opinion in relation to the rights and responsibilities proposed in the Charter. Now, the proposal begins a second phase open to the participation of entities and citizens to make the contributions they deem necessary. Everyone will be able to participate until Sunday September 15 through the web participa.gencat.cat .

The Charter includes fundamental human rights, new and emerging digital rights, and 21st century rights. The proposal is grouped into the following areas:

1. Universal access to the Internet.

2. Open Internet governance model, inclusive and with plurality and diversity of actors (multi-stakeholderism)

3. Freedom of expression and information

4. Digital innovation , creation, access and distribution of knowledge

5. Data protection and privacy of information

6. Ensure training and digital inclusion

7. On ethics in the use of artificial intelligence and algorithmic governance

8. Mechanisms for safeguarding digital rights
